Pesticide is an important agricultural Means of production, which relates to food security, agricultural product quality security and ecological environment security. After years of development, pesticide industry in China has experienced the development process from scratch, from small to large, and now it has become one of the few countries in the world with creative ability. There is no doubt that China has made great achievements in the basic theoretical system of pesticide science and technology innovation and new pesticide discovery platform under the situation of insufficient investment in the innovation of new pesticides in China, and already own the independent intellectual property right variety more than 50. However, there is a big gap between China and developed countries in the research of pesticide innovation, such as the pioneer of green pesticide original structure, original innovative structure and the application technology of innovative products.
At present, many varieties with independent intellectual property rights in China are still following the traditional route of structural imitation, these products more or less have the problems of restricted technology sources, competition with similar products, low profit margin, and being at the low end of the value chain, so as to improve the competitiveness of independent products, we must move from the traditional imitation system to the independent innovation and cooperative innovation system, and encourage enterprises, universities, scientific research institutes, management departments and associations to carry out cooperative innovation so as to realize the leapfrog development of pesticide independent products.
At present, there are more than 2,000 pesticide enterprises in China, and there is a phenomenon of "homogeneous, inefficient and malignant competition" in products. Some varieties such as Imidacloprid, Avermectin, glyphosate, Carbendazim and so on appear together, it will also bring serious environmental problems and disease and pest resistance problems, the existence of this status quo is not conducive to the survival of enterprises, it is also difficult to produce a large enterprise with international competitiveness. Therefore, it is necessary to speed up the integration of the pesticide industry, put forward a series of feasible policies, at the same time, increase the input of green new pesticide research and development, encourage product innovation, improve product structure, and cultivate influential and competitive large enterprises. The remaining small enterprises do application technology, plant protection service technology, thus forming a unique new pesticide research system. For several decades, universities and some scientific research units are the main units of new pesticide innovation in China, which is a "lonely team" .
However, in recent years, some enterprises such as Qingdao Qingyuan have successfully developed high-efficiency and low-risk herbicides, such as Cyclopyrrolidone, Bisoxadidone, Triadimefon and Oxadimefon, to tackle the major problem of the control of resistant weeds, and in the domestic large-scale promotion application and foreign market layout, participate in international cooperation and competition. They created a new generation of herbicide patent compound "fluclofenoxate" , is expected to become a traditional herbicide glyphosate, glufosinate, etc. . Pesticide enterprises gradually pay attention to the independent innovation of green pesticide, which will be another good beginning of new pesticide innovation in China.
On the one hand, the creation of new pesticides to catch up, on the other hand can not be "impatient" , to go through a process of accumulation, must be "calm" . In 2018, the Chinese Association of Science and Technology named "Innovative Research on Green Pesticides and discovery of original targets" as one of 60"hard nut to crack" , funded by the state key research and Development Program and the State Natural Science Foundation of China, through the establishment of the "national high-efficiency and low-risk Pesticide Science and technology innovation alliance" , combining our country's dominant enterprises with well-known universities and scientific research institutions, we strive to build the National Pesticide Technology Innovation Center, we will build an innovation platform that covers the whole chain and link of pesticide innovation and has a strong supporting capacity for pesticide innovation, rapidly enhance China's pesticide innovation capacity, and realize the independent innovation of "chips" for major agricultural pest control, we will accelerate the research and development of key agricultural technologies to provide strong support for China's agricultural production and food security, and ensure national security and social stability.
